Nos informaron que una carta del Departamento de Seguridad Nacional era todo lo que el Sistema de Institutos Universitarios necesitaba para revocar la decisión de prohibir a los estudiantes indocumentados de ser admitidos en un instituto universitario. Obviamente nos pusimos muy felices el viernes pasado cuando recibimos una copia de la tan esperada carta, la cual por cierto vino firmada por el ex alguacil de Charlotte-Mecklenburg Jim Pendergraph, quien ahora es un oficial de inmigración. Dicha carta claramente indica que son los estados los responsables de decidir si aceptan a estudiantes indocumentados o no, en sus institutos de educación después de la secundaria. Enfatiza la carta que ésta no es una decisión que se tome a nivel federal.

Esta carta vino como respuesta a una solicitud de aclaración hecha por el Dr. Scott Ralls, Presidente del Sistema de Institutos Universitarios de Carolina del Norte, después de que en mayo de este año ordenara a los 58 institutos del sistema que prohibieran la inscripción de estudiantes indocumentados.

Nuestra emoción se disipó esa misma tarde cuando hablamos por teléfono con Ralls y nos dijo que la decisión de aceptar estudiantes indocumentados tendrá que esperar ya que este tema debe ser discutido y aprobado en junta directiva y la próxima junta no está programada sino hasta el 15 de agosto del 2008.

A este punto tenemos dos preguntas o preocupaciones:
1. La decisión del 13 de mayo del 2008 de prohibir la entrada de estudiantes indocumentados a los institutos universitarios, fue tomada de una manera rápida y sin esperar a una reunión de junta. ¿Porqué ahora que existe la posibilidad de revocar esta decisión, el proceso para hacerlo será diferente?

2. Si necesariamente tenemos que esperar hasta la próxima reunión del 15 de agosto para revocar esta decisión, los estudiantes no tendrán tiempo de inscribirse para el semestre de otoño. Casualmente, las inscripciones se cierran el 15 de agosto.
Nosotros en La Noticia al igual que otras organizaciones latinas como la Cámara de Comercio Latinoamericana, Fundación de la Cámara de Comercio Latinoamericana, Asociación de Mujeres Latinoamericanas y la Coalición Latinoamericana, hemos hecho estas preguntas tanto a Scott Ralls como a Hilda Pinnix-Ragland, presidenta de la Junta Directiva del Sistema de Institutos Universitarios de Carolina del Norte. Estamos esperando sus respuestas.

Los institutos universitarios en todo el estado y especialmente en Charlotte-Mecklenburg, siempre han sido la primera puerta que los inmigrantes tocan buscando una oportunidad para educarse ellos mismos y educar a sus hijos. Esperamos que nuestra comunidad pueda continuar contando con ellos como tal. No solamente por el beneficio que proporcionan a los estudiantes y a sus familiares, sino también por el beneficio que proporcionan a toda la comunidad. Lógicamente una persona educada beneficiará mucho más a la comunidad que una sin educación. Indudablemente que todos nos beneficiaríamos si los institutos universitarios a nivel estatal pudieran regresar a su política de puertas abiertas.

Let all students learn at the community college system

We were told that a letter from the US Department of Homeland Security was all the community college system needed to reverse a decision to ban undocumented students from being admitted to a community college. So obviously, we were very happy last Friday when we received a copy of the long-awaited letter. It was signed by former Mecklenburg Sheriff Jim Pendergraph, now a federal immigration enforcement official and it clearly stated that it was up to the individual states to decide whether or not to admit undocumented students into their public post secondary institutions.

This letter came in response to a request for clarification made by Dr. Scott Ralls, President of the NC Community College System after he ordered all 58 community colleges in North Carolina to ban undocumented students from eligibility for the community college system last May.

Our excitement faded that same afternoon when we spoke on the phone with Ralls and he told us that the decision to accept undocumented students will have to wait to be discussed at the next Community College Board of Trustees meeting, which is scheduled for August 15, 2008.

At this point we had two questions or concerns:
1. The decision made on May13, 2008 to ban undocumented students from being admitted at any of the 58 community colleges across the state was taken very fast and without a Board meeting. Why would the process to reverse that decision be different?

2. If indeed we have to wait until the Board meets on August 15 to reverse the decision, the students will not have time to register for the fall semester since the registration ends on 8/15.

We at La Noticia together with other Latino organizations such as Latin American Chamber of Commerce, Latin American Chamber of Commerce Foundation, Latin American Women Association and the Latin American Coalition have asked these questions to both Scott Ralls and Hilda Pinnix-Ragland, chairwoman of the Community College System Board of Trustees - and we are waiting for an answer.

Community colleges across the state and especially in Charlotte - Mecklenburg have always been the first door that any immigrant knocks on in search of an opportunity to educate themselves and their children. We hope that it will continue to be the same. Not just for the well-being of the student and their families but also for the well-being of the entire community. An educated individual is better prepared to serve his family and his community than one without education. We will all benefit if community colleges go back to have an open door policy.
